Mr Chßpmaa was muoh applauded for a speech in whioh he thanked America, and expressed tbe pleasure it would give to the Australian people Bud Government to hold the congress there. He admitted that the distance was a drawback, but hoped that by next congress the lime of tbe voyage would be reduoed by onethird. The B.itish delegate supported the invitatioa to Britain’s greatest oolony, Japan and Canada alro supported it. The French delegate, while thanking Australia, stated that the majority favored the European capital. Melbourne received seven votes end MadridJ fortythree.
