Cossack-, instead of protecting Armenians in Shut-a district who went to weloome their friends, fired volleys at them, flogged and shot tbe men, outraged the women and girls, and burned the bouses. Tho women sent a piteous appeal to the Czaritea. A Government inquiry has been ordered.
