Watt, Minister for Defence, in a speech at Pietermarhzburg, said there bad been too great a tendency to leak to the professional soldier for defence which should reit on local hands. Tbe Transvaal’s contingent was a weloome surprise, promising a definite understanding between tho South African Governments in tbe matfor of defence.
