London, April 26. In the House of Commons the Govern" meat’s Trales Disputes Bill was* read a second time. Labotites supporting it relied on Government's promises to incorporate their views when the Bill reaobed the Committee stage. Mr Balfour protested that Government were shifting their responsibility on to other shoulders. His view was that the Legislature should limit itself, putting unions on a footing of equality with comparable institutions.
