Though understood to be favorable, it is now stated that the formal decision of the Postal Congress regarding New Zealand's vote will be taken at the closing Bitting. Melbourne, April 24. Mr Chapman’s proposal at the Postal Congress regarding ohain letters is that it shall be optional for the country of origin of transit or destination to refuse transit or deliver chain letters whereon the full amount of postage has not been paid.
