Tho Czar sent a friondly telegram to the Dalai Lama of Tibet, implying that tho latter was high priest of (he Russian Buddhists. The pablioaiion of the message is considered at St. Peorsburg as illtimed, now that British money is required for a loan, owing to Germany refusing to provide money, and besides for higher reasons.
