M. Weleersheimb proposed that the diplomatists at Tangier should euperviee the police through the inspector. Herr Radowitz, the German delegate, declared that Germany considered this oonlriJf'Tir cardinal point, and he probably would be withdrawn unless it W6S adopted ultimately. M. Weleorsheimb’s amendments were referred to the drafting committee io prepare fresh text. The drafting committee met later, and were inclined to limit oontrol, with a stipulation that the inspector should report simultaneously to the Sultan and diplomatists. The Standard asserts that the Germans desire the diplomatists to be all-powerful in matters concerning the inspeotor and his dutieß, and that he be demanded to report direotly to diplomatists equally with Magbzen, his nominal chief. The French desire that the inspector chosen by Maghzen on the recommendation of hie Government- be snbjeot only to Msghzen’s orders, and propose that diplomatiets be supplied with a duplicate of his report, and shall make oomplaints and suggestions regarding his work through the diplomatic channel.
The Times says Mr Nicholson emphasised that the increase of international oontrol would endanger the Sultan’s sovereign rights, but the argument did not impress the Germans, their zeal in defenoe of the Sultan berng eclipsed by lees disinterested considerations.
