The object of the Bill is to deprive owners of unearned increment, yet the actual effect will be to tax people who do not enjoy the increment, and leave untaxed those who do.

The Argus, commenting on Mr Deakin’s speech, says one notable feature in connection with the speech was the lack of interest in it, as shown by the comparatively small attendance.
