In the Houae of Lords Lord Salisbury deolaved that the regulations issued by Mr Gladetono set at naught the Aliens _ Aot, and constitute an outrage on tbe ordinary observance of law. , Lord Filzmaurice said that the Act had given rise to many oomplaints by foreign countries. Government did not des're to override the Act, It might be to amend the law.
