BOROUGH COUNCIL.
The fortnightly meeting of the Borough Coueoil Wf.s held last evening, whon there were present: The Mayor (Mr Townloy), and Ors Bright, Harding, Whinray, Lysnar, and Colloy. Special orders a'riking a rate of Ijd on the rateable valuo of property within tho Borough for the Tarohnru bridge were proposed by the Mayor.—Agreed to. Mr Morgan, secretary of tho toehnieal classes, Wrote asking if tho Council would kindly give a similar donation to that given last year for tho purpose of carrying on tschbioal instruction in Gisborno. It was decided to give a similar donation.
Mr Berry asked for a robate of rent from the Ist January to tho tims that ho bought the Makaraka property. He stated that the housa und grounds were in a filthy state when he took it over, and had oost him a great deal to put it in order. The secretary stated that‘the Council could not give a rebate. The local butohers wrote complaining of the road to the abattoirs.
Or Harding said that they bad good oausß of complaint, as tho road was in a very bad state. 'Or Lyßnar said that ho was still of opinion that provision should have been made in the abattoir loan for tbo road to be made.
Or Whinray proposed that tho question be allowed’to stand over until tbo end of the financial year, when tbe matter oould be included in the new estimates, tbe overseer to report on the work necessary by nest meeting. This was carried. The Bailway Department replied to the Counoil’s letter regarding the drain through Mr Eeynolds’ property, stating that they did not see their way to lower the culvert until there was some necessity for it, I A secondhand dealer’s lioense was granted to L. J. Bidd. INSPEOTOB’S BEPOBT. The inspector (Mr T. B, Little) reported
that since last meeting ho had inepootod in dififeront parts of tho borough and found that most of tho plaoos woro in a satisfactory state of oloauliuoss. As drainage was not likely to bo instituted for a number of yoars, and as tho Oounoil would bo forming tho estimates next month for tho ensuing yonr, ho aslsod that tho Connoil tako into consideration tho romoval of nightsoil by tho closed pan system. Although the present systom was boing well carried out, thoro still oxistod tbo dauger of Ontario fever boing communicated, whioh would not bo hkoly to ocour if tho othor system woro adopted. After discussion on tbo subjoet tho Inspector was requrs‘od to report ou tho initial cost of adopting tho now systom, and also tho annual cost of working. OVERSEER’S REPORT.
Tko Overso r (Mr M. Morgan) repoitod • 1 should have mentioned in my last ro port that thanks were duo to Mrs W. D, Lysnar for the presentation of a substan tial soot for tho rhor book, Head's Quay, for tho use of tho publio. As instructed by your Counoii, I visitod tho Waikanao beach in oompany with Captain Gumming, harbormaster, to decide on a given plaoo from which sand might bo taken. Our opinion was that no sand should bo takon immediately behind tho groynp, but from two or throe obains to tho east of Lowe street to tho bathing shod on tho west side of Lawo streot. This spot has been marked by two posts, and oil sand takon must be from soavra'd at tho placo so markod. This part of tho boaoh does not nppear to bo making very much of late. Whataupoko : Pipes have been placed at tho junction of Siout and Fitzherbort streets. It would not bo advisable to fonoe off at the oorners of the blocks as people must oross from ono path to another. If the corner was fenced off thoy would bavo to jump the drain at the ond of the fenoo. To pipe or fill in at tho oorners of blooks would cost from 10s to 55 5, aooording to requirements and size of pipss, etc. Gravel is being prepared for Grey street. This work will go on as soon as sufficient gravel can bo obtained to warrant the brooking up of tho Btreet. Crawford road : This road requires a considerable amouut of work. I think it inadvisable to put any gravel on this road in its present state, but parts of the road should be rounded np and more draining dono to take the water off, and sharp beach sand carted on to the bad places. This would harden the olay and improve the road, and be an advantage in the future formation of the road ; the expense would not be as great as compared with gravel. I estimalo the cost of a bridge at the junotiou of Crawford and Wainui roads, filling in approaches and metalling half a chain on either aide at £S7 10s. There are d'ffijulties at this juuotion which should be overcome before a bridge should be placed there, as the roads do not lead into each other, but all haviDg different points. It is impossible to place a bridge to an advantage, wbioh is very important.” A special order authorising the raising of a special loan for the purpose of payiDg off the Bank of New Zealand Offfeors’ 3uarantee , and Provident Association's oan of .£B2OO was passed, to be oonfi.msd »t a subsequent meeting of the Council. A special order was passed authorising he Counoil to clcsa np part of Koebuck oad which abot3 upon the Taruberu iver aud joins with Aberdeen road. Cr Bright moved that the mooting daoo on its minutes an expression of ympathy with ex-Counoillor Duncan lepburn in his recent bereavement. This was carried unanimously,
