The reactionary tendencies of the Russian GoiernmeDt effords increasing evidence that it is intended tofixhard and fast limits on the Douma’s powers. It has been decided that the Douma oannot.propose any amendments to fundamental laws, that Ministers are resp msibie to the Senate and not the Douma, which is only to be allowed to call Ministers to acoount for aots of flagrant illegality, The Czar, replying to a deputation of workmen, said : My autooraoy will remain the same as of yore.
