The Joint Legislative Committee, after investigating American lifo inauranoo, reoommends permission for the formation of mutual corporations without capita', opposes any further formation of cooperative or assessment companies, denounces the past administration of mutual oompanirs, limits tin now business of the larger companies 1 1 15,000,000 dollars yearly, forbids officials to psrtioipato in syndicates, and reoommeuds many other drastio reforms.
