Lord Roberts, in a letter to the newspapers, explains the objects of n Jhe policy of the National' Servioe League, proposing that all men of sound physique should be liable during a certain period of their lives to service in the United Kingdom in oase of emergency. He advooates compulsory training for three or four months of young men of military age, and the teaching of drill and use of the rifle in ell schools. Eight Labor members of the House of Commons favor the scheme,—”
