The Licensing Act of 1895 stated.that under such circumetances it was not necessary to eket a oomm'ttee. The Licensing Aot of 1904, however, repealed the Act of 1895, therefore things remained as before, and the n taming offic.r is of opinion thst a committee requires to be ilected. This view is also taken by the returning officer for Auckland. As, however, a committee would be useless in a no lioense district the Grey Lynn Council conenlt-d the boroogh solicitor, His opinion was that the Grey Lynn Council being the “ local authority” may exercise its discretion upon the matter.
