Capetown, Feb. 9. There are indications that Lord Elgin, 3e()retary of State for'the Colonies, has deoided against a population basis for the Transvaal election. Some widening of the franohise is expeoted. A Chinese gang murdered a storekeeper near Tudor mine, on the West Band, and deoampod with the proceeds of an attempted robbery. - Received 4.32 p.m., Feb. 11. Capetown, Feb. 10. The African Colored Political Assooiation is petitioning King Edward to grant full political rights to oolored persons in the Transvaal and Orange Colony, a'leging that the Vereeninging Convention debarred only aborigines.
