A remarkable circular baa been issued by Mr Riley, employes’ representative on the Arbitration Court. It attacks the recent High Court judgments. In reviewing tbo of the Arbitration Court it says : “ The Arbitration Act has now become a menace instead of a benefit to the industrial classes. All tho penal and criminal sections of tho Act remain, but all other soctions which gave the employer and employes opportunities of settling tbo conditions of thoir industries have been practically destroyed. The Arbitration Court however anxious it'may be to do its duty, is harassed by judgments | which leave it with practically no powers. We urge repeal or amendment of the Act.”
