Wardens Day and Acheson previously decided that respondent, a mining agent under the Mining Act of 1981, was exempt from payment of tho fee prescribed by the regulations of May," 1902, mado under the Act of 1890, Judge Haselden, chiefly on grounds that the judgment in the Institute of Patent egents v. Lockwood, reversed the Wardens’ decisions, and held that all mining agents, no matter when registered, must pay tho amiual registration fee of one guinea,
