A RETOGRADE STEP. (Per Presa Association.) Auckland, la-t night. The division of educational districts into three wards, as provided by tha Education Act Amendment, on the basis of average attendance for the purpose of the election of a new Board in August next, came np for somo adverse criticism by the members of the Board of Education this ingMr Parr ea’d it seemed to him to be a moet retrograde step, and would lead to jea'ousies and endless grievances, such as existed in the city before the wards were I wiped out. He moved that the Boird express the opinion that the legislation was a retrograde step. Mr McKenzie said it was the law, and I considered that the system should have a I trial. Mr Peacock agreed that it was a retro-1 grade step, but it did not perhaps beoome j the Education Board to abu'e the law at I present on the Statute Book. I Mr Parr said that be only wanted to ventilate his views, and so be would with- I drew the motion,
