Reuter’s Pekin correspondent states that China persists in her refusal to sign the Anglo-Thibetan treaty, and anxious to assert her sovereignty, is examining a project to send a Tartar general to govern with foreign drilled txoops stationed at Lhassa and Ohumbi.
