In reply to Cr Whinray tho Town Clerk sv'd that ho had made enquiries, 5 per oent being tho lowest ho oonld get Cr Lysnar said the offer made waa equivalent to more than 6 per cont. They * ought to be able to get it oheaper than tha». Gr Sheridan said it waa more than 6 per cen*. to an ordinary borrower, the mortgago tax being saved on a munioipal loan. Or Millor said they were paying tho A.M.P. as muoh for £75,000. Oa the motion of Or Whinray, seoonded by tho Mayor, it waa decided to make further enquiries. Or Bright said there was no groat urgrnoy about tho matter. CrHardiog thought tboy.Bhould accept the offer, otherwise they might have to pay more. Cr Bright suggestsd that an endeavor should be made to get the two accounts . considered jointly by the Board. Mr A. Dewing, manager for Mosers Nelson Bros., wrote stating that ho had not rooeivod from the Gas Company an estimate for placing gas lights on the bridges. Ho had told Captain Chrisp that if it would be about a ho would arrange with the oompany to have the lights put thero subject to the Council's approval. He asked the Oounoil's i consent, and alio that the painting the bridge while to ssrve as a guide at night' be mentioned. * On tho motion of Cr Bright, permission '• was granted to Nelson Bros. Tho Mayor said the , Overseer was attending to the question of painting. Messrs Kennedy and Evans wrote drawing the Oounoil’s attention to the neoassity of something being done to relieve the water ohannel from tbe Harbour Board’s offioa to the railway line of tho excessive drainage to that point whioh overflows tho footpaths into their yards after every heavy raiD, t-j-Cr Sheridan ea : d it was urgently neoeesary to do soonthing in this matter. He proposed, and Cr Miller seconded, that .slope be taken to remedy the matter. The Mayor said that the overseer was takiDg steps to havh the diffioulty remedied. Mr laa Simscn wrote complaining J,.:; that work instruoied to be done in Salisroad had not been done, also that the ‘ tree protective work bad been di.-ooc-tinued. The Overseer said he had started tbe work, bnt oonld not get the gravel lo cover -it; Mr Simson himself himself had said the work should not be done unless ho would gravel it, There was no use leaving tbe open sand. He vainly tried to gat the gravel. Or Whinray commented strongly on the faot that the railway oonld not bring the gravel in. Here was a means of earning muoh revenue for the lioe, aid jet apparently they could net deliver a small quantity of gravel to town. . In reply to Cr Sheridan, the Overseer said be had got three iruok loads in tbe previous day by mistake, but it took him all his time to fill - the holes on the main roads. The work would be done as soon aa he oould get the gravel. As to the tree work he explained that Mr Dunlop had done tho work for a time, but then knocked it off to do other work. Or Sheridan said something should be done to have the work continued. Cr Bright said there were many places in the Borough requiring more attention. Tbe wo-k was good so far as it had gone. The Overseer’s explanation was vo'ed to be satisfactory. Cr Harding then 1 moved that the OverBeer be instructed to make other arrangements to oomplete the protective work*. Cr Bheridan seconded the motion. The work seemed to 'have been stopped just because a man with a team cf bullocks had thrown it up. Or Colley said his remembranoe was that the Works Committee had met and the matter was practically left that the contractor could b 9 knocked off at any time. Lately he had been verj busy in ■parting wool, and would no doubt take it njjKagatn. There was no blame on him. Cr Sheridan : We are not blaming anyone. Iws S'resolved that the cootrao'or be I to continue at the work. "Or Lysnarproposod tho motion of whioh ho had given notico in regard to additional engineering advice on tho waterworks pipe sohomo, to whioh ho spoko in strong support. Ho olaimed that a largo saving would be made by adopting his suggestion. By the plan shown them that night tho pipe lino would otoss tho rivor above tho upper To Arai bridge 57 timos. They would never bo safe under those circumstances, having no

reservoir between thorn and a river that bad to be crossed 67 times. There should be no setting ono engineer ogainst the other In the matter. There would bo no harm in what ho proposed, and good might oome of it. Tfcoro oould bo no reason why tbo engineer should not bo asked the question, eapooia’ly as ho said, wbon previously questioned by him (Or Lysnar) on the subject, that be had notconsidered it. As to tho pipes they oould got tbo whole sohemo carried out at a saving of over a thousand pounds, usiug the beat osEt iron pipes, instead of the doubtful steel pipes. Some might bolitt’e the comparison of the figures of two engineers, but fortunately on the subject Of retioulatiou they praotioally agreed. Ho o’aimed that any Councillor had a right lo

ask the Engineer to answer any reasonable question in writing suoh as this was. Or Wbinray said the subject needed no argument. Tbo Council should got the information. It seemed to him a vary plain and proper question. He seoonded the motion. No odg else desired to speak, and tbo Mayor put the motiou, whioh seemed to be lost ou the voices. A show of bands was

called, and then it seemed there was some oonfuaion a 3 .to wbat was proposed. Or Sheridan declared that it was simply pitting Mr Reynolds against Mr Hay. The motion was lost. For: Cra Lysnar, Wbinray, Colley, and Harding. Against: Ore Sheridan, Miller, Bright, Webb, Rees, and the Mayor. Or Harding said he was simply vot'rng that oertain information be obtained. Cr Whinray oommented strongly on the

Council refusing to aik for information wbioh they should have and would have o:sl tbrm nothing. The proposition was as follows: — » That the engineer be requested to report upon the advisability of taking a 9 and 10 inch main from the source of the Te Arai water supply to a reservoir to be located on the Arai hills adjoining the flats and about nine miles from town at a sufflolent height so as to give the required pressure and quantity of water, eto. Then to take a 14 inch main from the reservoir to town so as to-(a) Reduoe the heavy cost of using a much larger pipe for the first 12 or 13 miles, the supply in the reservoir whioh will accumulate in the night making up for the reduced size of pipe ; (b) and to have a supply in the reservoir on the town side of any dangerous ground which may cause a break in mains through slips or flood. Also to report the pressure there will be in town upon Mr Hay’s scheme as at present suggested lo the Council when there is practically no water being drawn through the mains at night, and will it be an excessive pressure for the ordinary water taps and fittings to stand
