The Porte has vigorously protested to St. Petersburg against the renowed massacre of Moslems at Tiflis. Russians dis> tributed arms to Armenians, encouraging attacks on Tartars’ houses. The inmates were slaughtered, including women and children. Many Ottoman subjects were among the victims.
