Tho Times emphasises the need of reforming the Judicial Committee. The bulk of appeals emanate from self-govern-ing communities, ofteD involving- thß settlement cf disputes of profound interest locally, aid moslly from deoisions of judges trained as efficiently as those of tho Motherland.
