Tho Senate Ratified tho Eastern Extension agreement. Mr Playford said it would suit tho company bettor not to have ratified it as the competition which wa3 expected two years ago had not proved as serious as was anticipated. The Pacific cable was not worked on business lines. In the House Mr Deakin move:! to amend a clause in tho Restriction Act, providing for a language tost by adding that any language prescribed should have no forco till laid before Parliament for 30 days, and until some language was prescribed. The basis of the clause and its proposed amendment was to avoid discrimieating against Japanese on the ground of color. Mr Cook objected to the abdication of Ministerial responsibility The amendment would lead to greater offence in Japan than the existing Act. Tho amendment was carried by 33 to 13. It is also provided that Parliament will have to ratify any exemption from the education test mado by the Government.
