Congress has opened. President Boose* veil’d speech was a paraphrase of hia Atlanta speech, mads in October. He recommended a suppression of railway rebates, emphasised the evils of overcapitalisation, recommended legislation protecting wotkiug women, pointing out that there was a deeroaso in tho marriage and birth rates coincident with their introduction into industry. The message also mentioned that tbe treaty with San DomiQgo pi evented any European Power seizing territory of that State, In his speech at the opening 6f Congt o3s President Roosevelt strongly urged tho immediate fortification of Hawaii. He advooato3 an international conference to deal with immigration and secure thorough inspection before embarkation. He advises that an inter-State commission be given power to fix maximum railway rates. While he justifies tho exclusion of Chineso coolies aid skilled and unskilled laborers, be recommends tho admission of student.*, business men, professionals, end travellers in the same way as those from other nations.
