Petersburg are husbanding their resources, and a money famine is threatened. The Union of Unions, end workmen’s organisations aro discussing a general slrike. Additional troops havo been brought to St. Petersburg. The post and telegraph striko has spread to the railways, and Odessa is isolated. The city is full of time-expired reservists and many thousands af unemployed. The Fifth Pontoon Battalion revolted at Kieff aud joined riotous strikers. The troops fired. Seventy persons were killed and 300 wounded. Two hundred were arrosted. The Russ calls upon tho people to organise a government of their own, since the Ministry has brought about anarchy. . Twenty-five men of tho Pobrassinski Regiment of Guards have boon arrested, ond 15 imprisoned in the fortress of St, Peter aud St. Paul. Encouraged by the Sebastopol incident, the reactionaries are urging the Czar to rely on force. It is generally expected that Count de Witte will resign and a dictator be appointed. M.' Durnovo is urged to arrest 3000 intellectuals and to bring about the expulsion of the workmen’s leaders. London, Dee. 4. Reuter’s correspondent at St. Petersburg on Saturday says that the Government authority is almost paralysed. If is exercised it is certain to precipitate civil strife. OwiDg to hooligans and'drunken soldiers it is unsafe to walk the streets unless armed.
