A private cable from Canton states that news has been received there that the American Congress has modified the Chinese exclusion law, permitting Government officials, students, missionaries, commercial men,-touris:s, and persons dfhigh degree to land, but not allowing them to permanently reside there. The Chinese at Canton have not received the concession with favor, and it has not in any way ohecked the boycott. A meeting of the Australian section of the Chinese Reform League discussed the cable, and resolved that further representation be made to America to modify the proposed Act so I as to admit artisans and professional dobd, and allow them to follow a vocation, provided they are able to show monetary qualification.
