Sir Arthur Niobolson, formerly Ambassador at Madrid, has been appointed Ambassador at St. Petersburg. Lord Tweed Monk, at Froserburg, referring to Home Rule, said that instead of frontal attack, Liberals must adopt gontler, perhaps slower, methods to introduce a Home Rule Bill next Parliament.
