Numerous meetings in Poland demand complete autonomy |and universal sunIt is understood that Count de Witte will introduce reforms ana autonomy in the administration of Poland, but is opposed to politioal autonomy, refusing' to yield to threats. Although the massacre of Jews continues in the provinces, Sunday passed quietly at St. Petersburg. - The rioters completely destroyed the village of Lobozor, in Bessarabia, killing, many. The governor of Warsaw directed the troops to eeize all stores and ooal in order to compel strikers to resume. The Government intend to increase soldiers' pay, shorten the service by a year, and improve the rations. Martial law has been abolished around Tiflis. The sale of intoxicants has been prohibited in Finland, the workmen being willing and acquiesoing. Received 10.13 p.m., Nov. 18.

The proclamation of martial law has greatly exasperated Poland and is likely to intensify the disturbance. Jewish houses in Warsaw have been barricaded and all Jews armed. . Tho majority of the Kronstadt mutineers were sent on a disciplinary foreign cruise. The wife of Councillor Czersky, pretending to be a Baroness, obtained admission to a reception, and shot the Governor of Mohiliofi fatally, beoanse he did not attempt to suppress the Jewish massacres at Mohiliofi and Gomel.

Many Jews in Bessarabia were terribly tortured, and then drowned in the river. At Prutb a large cage was filled with Jews and thrown into the river. Received 12.10 a.m., Nov. 14.

A Government communique states that the internal situation in Russia is unsuit, able for the introduction of reforms. Serious application of reforms was only possible when the country was paoified and tranquil. It appeals to the sensible section to assist the Government's efforts to realise the Czar’s manifesto.
