Ottawa, Nov. 8. The Newfoundland dispute with America regarding the herring fishery at Bay of Islands is increasingly serious. Americans there sent a steamer to convey BO men. to vessels outside the three-mile limit. The colonial cruiser Fiona compelled the steamer to return, and threatened to se*ze her as without, a olearanoe, which the Customs refused to grant exoept for a genuine voyage. The Americans declare they will appeal to Washington to send a I warship.
