Twenty miscreants villa belonging to .Mr Briggs, an Englishman owning a mill near vainly tried to compel bis wife to call her husband. They then threw a bomb, killing the cook, aiso' threo policemen whn pursued them. No arrests have been made. The Council of the Russian Empire, at the Czar's command, suspended the bulk of legislative labors and returned bills which are awaiting consideration to the Ministerial department for the introduction of the Duma.
