Baron Okuma informed tho Congress of associated Chambers of Commoroo at Tokio that when the troops wore withdrawn from Manchuria tho Japanese debt would amount to 250 million pounds, tho interest on which would bo 15 millions, nearly twice tho Japanese revenue a decade ago. Tho per oapita taxation before the war was four yen u year. Now it would bo twolvo yon. Baron Okuma urged business-men to redouble their energy.
