Nelson, last nighty A heavy north - westerly gale is blowing. The scow Echo, which was sheltering outside the lighthouse, dragged her anchor and nearly drifted on to the Boulder Bank. The steamer Charles Edward, with considerable difficulty, took her in tow and brought her into a safe anchorage, Timsru, last night. At the Arbitration Court the Labor Department brought on several cases. M. Q. Olds was charged with paying less than the award for tailoring, and was fined £3 in one. case, and £1 in three i others. A. Budd (baker) for neglecting to pay wages' weekly was fined :£2. Bates and Co. (paintersj were charged with not paying overtime, employing incompetent men without a permit, and not indenturing apprentices. Penalties were imposed of £2 and £lO. A third case was dismissed. C. H. Mason (painter) was charged with short pay, but the case was dismissed as Mason had not signed the industrial agreement. L. C. Dawson, for employing an incompetent man without a permit, was fined £3. T. and J. Thomson (drapers) for neglect to indenture apprentices and to pay union rates were fined £6. W. P. Lane (baker), charged with not paying a second hand tho authorised wage, suffered a penalty of £5. Richard Pilbrow (painter), charged with working for Bs. 6d.. when he had a permit for 9s, was fined 10s. B. Coulter (builder), for having unindentured apprentices, was fined £3 and £2. W. H. Hunt (builder) £2 and B. R. Tooth (builder) £2, for same offence. L. H. Hawkey (bootmaker) was formally charged with underpayment of an employee. For the purpose of obtaining a ruling on the term manufacturer the Coifrt held that making “uppers” was not manufacturing. The term must include some* thing wider and larger than that, and something more than making boots upon “ orders.” The Arbitration Court conoluded its sittings here this morning, and left this afternoon for the North. The penalties imposed by the Court-here aggregated £116) exclusive of expenses, andinjtwo cases decision was reserved, these relating to payment of certain threshing mill hands. As the ship Karmoa was' leaving ■port this morning one of the sailors defied the captain to take him away, and jumped overboard. He was picked up in one of the Harbor Board’s boats and an attempt was made to return him to the snip, but the boat failed to catch her up, and returned to port with the sailor. Dunedin, last night.

The Union Company are advised that their new turbine steamer Maheno did 17$ knots in her trial on the Clyde.
