It adversely compares New South Waleß methods with Continental ones, and says we must remain at a disadvantage till the primary and kindergarten systems have been properly developed. It advocates reorganisation of the system of teaching, urges the importance of agricultural education. the necessity of widening and improving, including the establishment of speoial sohools in agricultural centres for instruction, and experimental areas; State sohoolhouses ; and scholarships for courses at the university. Equal stress is laid on the value of commercial instruction, The report reoommends, besides instruction at public schools, evening classes, commercial high sohools, and faculty of commerce at the university. The report attributes the disposition of a majority of boys and girls to secure clean occupations and positions in shops and officos in preference to industrial callings, chiefly owing to the insvsffioienoy of provision made for teaching industrial subjeots.
