; ! THE REPORT. i *■ ■ l (Per Press Association.) ' Wellington, last night. : The report of the Royal Commission on i the police force of New Zealand was laid i on the table of the House to day. With . regard to the reoent conviction of certain , membors of the Dunedin police foroe of ’ receiving stolen goods the Commissioners made the following recommendations: 1, Looking to the fact that it is quite Impossible to avoid holding Inspector O'Brien responsible for the laxity that to a considerable extent led to the occurrences in Dnoedin we recommend that he be transferred from there without delay, and that an officer be appointed in his plaoe who may be considered specially qualified to place police matters there on a proper footing, and carry oat that oontrol and supervision wbioh is essential to tho due efficiency of the force. 2. We consider that Sub lospeotor Green is also responsible to some extent for the extreme laxity of oontrol and supervision in Dunedin. We recommend that ho also bo transferred from there, and that an offioer be appointed in his plaoe who will be likely to be a valuable coadjutor to the Inspeotor in carrying out rigid reforms. 8. To secure proper police protection in the four centres of population. We reoommond that tho following additional constables be appointed : Dunedin 6, Christchurch 6, Wellington 6, Auckland 6. 4. With a view to relieve the inspeotor and the sub inspector of a great deal of unimportant clerioal work which at present ocoupies fur too much of their time, and thereby prevents them from giving a due share of attention to the supervision of police duty proper, we recommend the appointment of an additional offioer at eaoh of of tho four centres. This offioer should havo authority over all sergeants and constables, and should be speoially aud . carefully selected for the very important and responsible duties which he would be called upon to perform. As we consider that it is practically impossible to control and supervise in the moat effective way tho night reliefs on the beats as at present arranged, we recommend tho appointment of an additional sergeant in each of the four rentiG3 for : night duty. The suggested increase to tbo numbers of the foroe wili involve but a trifling cost. Tho oolony has at present the cheapest force in Australasia, and the 1 additions rooommendei will cost less than ' Id per hoad per annum of the popu'a’.ion.
