Having resided for very many yrars in your distriat, knowing all its unbounded resources, and its negleoted requirements, I had no hesitation in at once consenting, at the request of a great number of my friends, to oontoat the Waiapu Electorate in opposition to the Hon Mr Carroll. -2. lam opposed to the present Administration. 8. Every Crown tenant should, In my j opinion, be able at any time to acquire the freehold of his home; at tho unimproved value of the land at the time he took up his lease. It is grossly unjust to subject the tenant farmers of the State to payment of [ periodical increases of values of rentals or purohaße moneys, as their labors and arduous sacrifices have created these increases. 4. Tho Maori Laud Councils are hopeless failures, and the lock-up of all Native lands since 1900 has retarded, and is retarding, the progress of this district. The Hon. Mr Car roll is responsible for this policy, whioh, as a colonial policy has altogether failed, and whioh is deeply injurious to the diutriot he represents.

5. The present Administration have shamefully negleoted tue roading of the Waiapu Electorate, and our Member has acquiesced in, put up with, and is responsible for that neglect. Daring the ten years or more of the Seddon Administration the Waiapu Electorate has been left out of all substantial divisions of Fublia Works Fund for roads and bridges. The term “The neglected North” applies with much greater foroe to “ The neglected East.” Evel moneys due under public statutes are w th-held, or delayed, until, when rocelved, they are expended under the most wasteful ciroumstances. Main roads and bridges, which are for all time, and for Natives and Europeans alike, have to bo made out of loans raised upon the Beourity of the lands of the pioneer Bottlers, while other districts have had these roadß made for them. 6. A section of our Bailway (Te Karaka to the Motu) ought to be put in hand at once, and railway construction commenced at Opotiki, Tauranga, botorua, or Waihi, on suoh louto as may be determined. 1 7. Special provision should be made to put woiking men, and small settlers, on land under the homestead anu deterred payment systems, the state building houses when required. Heservea should be made for churches, echools, librar.es, etc., and grants made for the erection of these buildingd. 8. The time has now arrived when we con reasonably ask for something to be done for a colonial harbor for Poverty Pay. Our exports warrant this, being high on the list lor New Zealand, and iuereasing rapidly. Our Harbor Board is, no doubt, doing wbat it can, but it oannot make a harbor in the river, and its expenditure of loan moneys on such an object should cease. 9. In view of recent events in the East, every young man should have a naval, or land, defence training. Tho future of the colony depends on our ability to defend ourselves. 10. lam in favor of Local Option, and a free right at all times for the people to deal as tbey choose with liquor reform. Co’onial no-license, if practicable, would make New Zealand, proportionately with population, the wealtmesc and jfairest land on eurtn. 11. As a farmer, I represent the most important industry in the colony, rural products being our principal source of wealth, and I am convinced that we should make mors 1 berai lan I laws, and offer every inducement to enable people on the land to become pioduoers.
