St. Petersburg, Sept. 15. The Russian Government’s secret circular to Governbrs of provinces and Mayors of towns betrays the greatest distrust of the zemstvos, declaring that, onoe they are done away with disorders in the oountry will stop. It directs the authori ties to olosely watch these demagogues and arrest on the slightest pretext. They are ordered to prevent the distribution of publications calculated to seduoe any from allegiance to the autooraoy. Received 12.10 a.m., Sept. 18. St. Petersburg, Sept. 17. The Czar ordered the immediate concentration of troops on the oilfields to ensure order and the formation of a police force recruited from reservists to proleot the works. * The Czar pencilled the margin of a report dealing with bomb explosion at Tavostchua i “ If such continue a state of war will be proclaimed in Finland.” ..
