The protocols are incomplete, and the conference was postponed until to-day. It is understood that the real reason for adjourning was that M. de Witte had not reoeived final instructions., i Paris, Aug. 23. Le Tempß’ St. Petersburg correspondent reports that tbe Council of the Empire, by a slight majority, favor peace, and ordered M. do Witte to make a fresh proposal regarding indemnities, but not to conolnae an unfavorable peaoo, iDasmuoh as the army is assured of viotory. London, August 23. Reuter’s St. Petersburg correspondent, reports that it is positively affirmed by the Foreign Offloo, in reply to inquiries, that Russia will in no oircumstanoe pay.a large indemnity.

Brisbane, Aug. 28. Passengers by the Tuiyuan, from Japan, state that the Japanese reoently suffered great losses of transports. -Several struck mines entering Port Arthur. The Government hushed the matter up.- Great secreoy is observed in transporting troops and guns. It is chiefly done at night. There is ■ considerable distress among the poorer, classes owing to the war. The people are confident of viotory. v The military authorities are opposed to peace.
