AN ABSURD CONTENTION.
(Per Press Association.} Wellington, last night. ' With reference to the Preaa Association message from Ohriatchuroh appearing in this morniDg’a paper, relating to the poas - bility of the alleged Seddon voucher hav ing been made out in Christchurch and afterwards refuaed by the Audit Department, it ia officially pointed out that such a contention is absurd, and from 6he c °™ e followed in respect to vouchers Is abso lntely impossible, and for the following reasons: (1) The Undersecretary for Defence would have to create the vouoher and certify to the servioe performed. (21 Before the alleged voucher could reao ' the Chrißtchuroh office at all. iti would first have to go to the Head Post Office, Wellington, and also to he certified to by the Defence Departtneni in Wellington. -r { f3l It would then have to pass audit. it ' refased, it would not leave Welling(4) If°sont on to Christchurch, that woula ' ' prove it bad passed audit and bad gone on to she Treasury m Wellington before being sent to the Ohnatohurch poet office.” The official atatemoot goes on to say "Further, when Capiain Seddon states in his declaration that ho never performe any such services, suroly that is sufficient to show that be never in aay way planned on aooount of such service, seeing it would be a claim from him upon which the voucher would be formed. Anyone having any knowledge of the working of the Civil Service must know that the only way a vouchor could bo sent to the Christchurch post office would bo from a particular Department, the case in point being the Sneddon vouchor from the Railway Department, Technically, and in Civil Service parlance, a dooumontis not a vouchor rcntil it ia paid;”
