Lord Halebury read tho Speech from Throne at the prorogation of Parliament. He mentioned that a conference was meeting to introduoe muoh-needed reforms in Morocco. Regarding the' Scandinavian crisis, he expressed a hope that wise moderation would bolvb the difficulties. He also referred to the arrangement in connection with the defence of Halifax and Esquimalt, and the treaty with the Amoer. He announced that Transvaal representative institutions would become operative as soon as all electoral arrangements were completed. He trusted that all sections would unite in exercising the large measure of political power thus conferred by Parliament,
