Speaking at the opening of the Farmers’ and Settlors’ Association’s annual conference, tho report of whioh strongly urged reform in lands administration, Mr Oarruthers said the Government intended to make a drastic chaoge. A Bill had been prepared embodying a policy of three Commissioners, whoso duty as admininistrators in the Lands Department would be subjeot to tbo Minister only in matters of poiioy. At tho end of two yoors they would submit a report embodying reform. Tbe duty of the Commissioners would be to boldly attack the laud laws, sweep them away, and substitute Borne simple Act. j He also warmly favored a State land bank.
