British ships must enjoy there the same rights as German ships engaged In British waters. Australian shipowners required compensation for losses caused by tbo denial of treaty rights. The Now South "Wales Government was cancelling orders placed with Germany and withholding further orders, and the other States were acting similarly. All were considering the advisability of united action.
