A syndicate of St. Petersburg bankers docidod that it was impossible at present to raiso an internal loan of fifteen million pounds sterling. Tbe newspaper Slovo states that tho Russian plenipotentiaries are empowered to discuss the cossion of territory, but in no wise the question of indemnity. London, July 12. The Russians discovered a band of Chunchusos and 300 Japanese sooth of Mingata. ■'

Fronch advices from St. Petersburg state that his proposed instructions are vague, and that he is not allowed discretion or to discuss dismantlement of Vladivostok, and is restricted in otherdirections.

The Doily Telegraph’s St. Petersburg correspondent reports that tho peace prospects are decidedly better. M. Do Wiste is, persona grata, selected instead of Count Mouravieff. Japan welcomes the appointment as a proof of a serious desire for peace.
