A BY-EBEOTION. By Telegraph—Press Association—Copyright Bondon. July 4. Owing to the death of Colonel Webb, a by-election has taken place for Kingswinford, and resulted in tbe return of Mr H. Hill (Conservative), who polled 5490 against 4887 by Mr Dunne (Diberal) Me Balfour complains that the Opposition’s amendments aim at making the Aliens Bill unworkable or intolerably cumbrous.
