UNSATISFACTORY REPORT. By Telegraph—Press AssociationCopyright. Received 1 a.m., July 4. Sydney, July 3. The Publio Service Board has issued a report in connection with the working of the State Labor Buroau. It shows that labor in New South Wales is generally in a condition of demoralisation. Men have been so propped up and assisted that doubt is expressed whether they would ever got back to labor conditions when a man knew when ho would give a fair day’s work for a fair day’s wage. Stone broaking as relief work proved very expensive. The expenditure was nearly JE67,000, and the loss amounted to ,£26,000. Steamer and railway tickets involved £89,000,-and the refunds amounted to £31,000, the balance being irrecoverable. The oonsensus of opinion was that there is a large number oi unemployed at present in the State, aid the winter is likely to see considerable distress. Tho Board recommends the abolition of tho Trades Hall branch of the buroau, and that a central buroau be controlled by one Commissioner. One witness stated that so unsatisfactory had the laborsupplied by the bureau proved that the central railway station cost 12 to 15 por cent more than it should.
