A French note to Germany asks, before consenting to a conference, that no attempt be made to reviso her existing arrangemoot with Britain and Spain, and some definition of the scope of the proceedings. So far Germany has not formulated her demands. She merely supports the Saltan. The Lokaianzeiger states that tbe f French note does not forward the good understanding with Germany.'
