The basis of Mr Haggard’s report is a sohemo for tho rr.ising of a loan gutv antoed by the British Government alone or with tho colonies for the purpose of acquiring land for colonisation. It is intended to ask tbo Poor Law authorities in tho large eit.ies of Britain to make a per capita contribution from rates for every family of selected colonists. Tho Salvation Army, or other approved social, charitable, and religious organisation will have tbo selection, distribution, and organisation of settlers. No land titles will be granted until colonists have discharged their liabilities. Tho possibility of establishing land colonies in tbo United Kingdom will bo studied. A Natioual Land Settlements Bill is required to give effect totbesoheme. Canada is willing to extend a land grant, but declines pecuniary aid at present.
