This is the I question upon which I hesitated to votef* I although the major portion of my fellow I Councillors seemed to have no hesitation' I in accepting the dictum of the resolution proposed by his Worship the Mayor. I There is just one Baving clause-—“ If Ms j Hay approve .of spiral pipes.” But I I hope that the prospect of carrying out this I work will not unduly influence his better I judgment at the sacrifice of the public I weal, as was the case when our HarboOPr J Works were commenced 20 years ago. I I am not going to discuss the question I verbatim, but there is grave reason to hesitate, notwithstanding the amount of datum that has been adduced without mow! I confirmatory evidence, and tho inspire articles that have appeared in your con- ' temporary lately I accept with much reserve ; especially when one rsverts to the long and trying ordeal, re scheme, and the almost superhuman efforts required to savo the country from being inveigled into au abortive under- jr taking.—Yours, etc., r J.
