(To the Editor .Gisborne .Times,

Sir, —Mr Hay’s report has arrived, giving an estimate of the cost of supplying Gisborne with an ample supply of water. This estimate is in accordance with the Council's own resolution and instructions, as stated by Mr Hay, whoso estimate for such supply is 9189,338. This sots Mr Townley’s assertion at rest—viz., " that water would be supplied to every house in Gisborne, including the amalgamated portions of Haiti and Whataupoko, for 9375,000.” Mr Lysnar also stated “ that water would be supplied from To Arai as cheap, if not cheaper than, from Waihirere.” I think that assertion may also be set at rest, for I do not think ho will wear that suit of clothes he was so anxious to bet. Then the poll was taken at 4i- per cent interest; yet the Council accepted the A.M.P.’s oiler at 4f per cent, which will mean 5 per cent when all expenses aro defrayed. Those are three of the points on which we differed, and which have already come to pass, so that Mr Hay’s estimate, together with the acceptance of the loan before receiving the information, has put the Council in a bit of a muddle, which will take some time to rectify, and if acting legally will necessitheir going to the poll for a larger loan, together with clearing up some of the existing doubts formerly entertained. It will be remembered Mr Hay’s estimate does not include surveying, ste, which he distinctly states, so that if Mr Hay’s estimate of 9189,338 is added to the price of 3000 acres of land for a watershed, and not included, say, together with 9110,000 for streets as estimated, and pay off the overdraft of 916000 as intended, together with paying for surveying, etc, it will be found that my estimate of 91100,000 will be nearer the amount required than 9175,000, as considered sufficient by my opponents, even though the pipes be altered. —I am, etc, E.
