IMPORTANT SUGGESTIONS IN JAPAN.

In view of the necessity for notice of the renewal of the treaty with Great Britain several councils of Japanese statesmen have been considering whether the clauses relating to the integrity of Manchuria and Korea should remaiu operative, and the extenßiou of the sphere of the Japanese part of the treaty to India; also the attitude of British opinion and the action of a possible future Liberal Government; also Britain’s quid pro quo for a new alliance, whioh is considered no longer urgently necessary to arrest Russia’s policy.
