Admiral Penrose Fitzgerald contributed to the Deutsche Revue an article, describing Germany’s hostility to England and tho probability of attacking in the event of trouble. He expressed the personal opinion that if a war must come it would be better for it to break out to-day than be postponed for a number of years until Germany is stronger. The artiole created a seneation in Berlin.
